Why did an off-duty Portland Oregon police officer kill this gentle family dog while he was wagging his tail?

On September 18, 1997 at about 2 PM, off-duty Portland police officer John Hurlman shot and killed George, a friendly family dog owned by Jane Scheidler. Hurlman was jogging through a quiet well-kept Hillsboro neighborhood when he pulled a loaded gun from his fanny pack and shot and killed George, a very gentle yellow labrador retriever, in full view of his owner and a neighbor, for no apparent reason. Hurlman claimed that the dog was threatening him. Our investigation proves otherwise.

Evidently the Washington County authorities reached the same conclusion. Hurlman has been charged with first and second degree animal abuse, second degree criminal mischief, and reckless endangerment of another person. All are misdemeanors. Hurlman has been placed on administrative leave by the Portland Police Department.

In the meantime, Jane Scheidler has reported that Mr. Hurlman's wife has been driving by the Scheidler's house making obscene gestures.

After speaking with Jane Scheidler and witnesses as part of our own investigation, reviewing the police response, and learning that this attack by police is not a unique incident, we are once again faced with the sad fact that the state of Oregon is not a safe place for animals, particularly family pets. What happened to George can happen to anyone's family animal, and most likely will occur again unless the public expresses sufficient outrage that government sponsored or encouraged animal cruelty and wanton acts of violence will not be tolerated.
